     To solve the problem of the lack of domestic organizations specifically responsible for forensic medicine, the Ministry of Justice first provisionally set up  a forensic medicine center by means of a temporary unit in the Taiwan High Court Prosecutor's Office, according to the resolution reached at the 1990 Islandwide Public Order Meeting to meet the emergent need. In the meantime, the"Regulations for the Organization of the Institute of Forensic Medicine, Ministry of Justice”draft is being reviewed actively.
     The draft was sent by letter by the Executive Yuan to the Legislative Yuan for review on December 3, 1993. After being pushed forward for 3 years and 4 months, the draft passed its third reading in the Legislative Yuan finally on April 8, 1997, and was promulgated by the President on April 23 the same year. The Ministry of Justice subsequently began the preparation work for the Institute of Forensic Medicine according to law. When the “installation proposal for the Institute of Forensic Medicine, Ministry of Justice” was passed on May 30, 1997, a preparation group was formed. Ten preparation conferences had been held successively to push forward the preparation arrangements progressively from June 10, 1997 to June 25, 1997.
     The Institute of Forensic Medicine, Ministry of Justice was founded officially on July 1, 1998. The initially temporary unit of the forensic medicine center in the Taiwan High Court Prosecutors Office was deactivated since then. The original work of the forensic medicine center was also moved to the Institute of Forensic Medicine, which proceeded with the relative forensic detection of causes of death.
