Function and Organization

The institute is organized for one Director-General to conduct all affairs of the institute, one Deputy Director-General as an assistant for Director-General. There are 6 departments:  Forensic Pathology Division, Forensic Serology Division, Forensic Toxicology Division, Secretary Office, Personnel Office, and Accounting Officer.  All the staff administers related business respectively.

In addition, the Educational and Consulting Committee was established to improve the training of forensic specialists, to advance the research development of forensic science, and to provide professional intelligence and consultation.

The institute also employs several scholars and experts as adjunct forensic advisers, contract forensic pathologist-medical examiners or eminent medical examiners, to conduct the forensic research and medico-legal investigation-related effort.   

 

Duties of Forensic Pathology Division

  • To further develop of the discipline of forensic pathology.
  • To examine, identify and investigate the live bodies.
  • To examine, identify and investigate the pathology.
  • To examine, identify and investigate the cause of death and the manner of death.
  • The explanation, reviewing and strenuous investigation of the intricate, difficult and tricky cases.
  • The training and education of medico-legal specialists.
  • The investigation and further development of other forensic pathology-related duties.

 

Duties of Forensic Toxicology Division

  • The examination, identification and investigation of toxicant chemistry.
  • The examination, identification and investigation of organism chemistry.
  • The examination, identification and investigation of medicine chemistry.
  • The investigation and further development of forensic toxicology.
  • The investigation and further development of other forensic toxicology duties.

 

Duties of Forensic Genetics and Trace Evidences Division

  • The examination, identification and investigation of serum and relative evidences.
  • The examination and investigation of the repetition of blood types and genotypes in regional population, and developing a database.
  • The examination and investigation of the difficult examinations in forensic serology.
  • The investigation and further development of other forensic genetics and trace evidences duties.

Duties of Secretary Office:

  • The research, development, and evaluation of the institute.
  • Redacting administration plans and working reports.
  • Contacts with public relations and media release.
  • Custody and use of the company seal.
  • The clerkship, reception and custodianship of cash, bills and the negotiable securities.
  • Deliver and receiving documents. Responsible for enquiring, urging and revising official documents. File management.
  • The procurement, repair and management of property and relative general services.
  • Administrating technicians and janitors.
  • Arrangements and preparations of meetings and conferences. 
  • Promoting and outreach forensic education.
  • Connecting the work with each department.
  • Electronic equipments repairing and information processing.
  • Assignments from superiors.

 

Duties of Personnel Officers

  • To draw up of the principle of personnel regulations.
  • Drafting and evaluating the organization and job responsibilities of personnel.
  • Proposing and transferring the cases for appointment, dismissal, payment, recruitment, distribution on examination, qualification screening and review of the personnel.
  • Proposing and transferring ordinary assessment, awards and penalties, and performance appraisal.
  • Planning the training, further education and abroad investigation for the personnel.
  • Managing the personnel’s vacation, leave, diligence and laziness.
  • Arrangements of celebration gatherings and events.   
  • Planning the insurance, welfare, and cultural-recreational activities for the personnel.
  • Evaluating and transferring cases of retirement, dismissal and consolation.
  • Assignments from superiors.

Duties of Accounting Officers

  • Drafting and recommending the regulations about budget, accounting and statistics.
  • Calculating the budget/budget estimates and financial statement of revenue and expenditure.
  •  Redacting (correcting) the allotment of revenue and expenditure budget.
  • The administration of transferring expenses. Reserving the power and responsibility for annual expenditures. Application for the reserves.
  • Controlling and performing the revenue and expenditure budget. Checking the evidence of income/expenditure. Producing, registering and balancing of accounting evidence, compiling accounting reports and performance reports.  Keeping and submitting of the original evidence.
  • Registering and sorting temporary receipt, temporary payment, agency receipt, and payment on behalf of others.
  • Supervising the negotiation, contract and check of construction, procurement customization realization and property.
  • Checking the notice for the disposal and payment of disbursement, cash negotiable securities, and treasury savings.
